When you install the TimeTracker application in your Sandbox org, sometimes the start URL is not set correctly. Which is a known issue in Salesforce Sandbox org.
As the start URL is not set correctly, you see the loading image when you try to access the TimeTracker config screen.
Click here to add the start URL for the TimeTracker app, once the start URL is added, you can access the TimeTracker configuration screen.
